The Statesman Journal reported this week that a total of four contractors have submitted timely bids to resurrect the Salem Courthouse Square Building. My earlier article on the RFP stated that a mandatory pre- bid meeting was scheduled for earlier this month. IT USED TO BE: Contractors relied upon estimators and their bid managers that would not blindly accept the goofy low subcontractor’s bid. Contractors had estimators and bid managers on staff that knew how to evaluate subcontractor bids for all disciplines.
