Fair and open bidding, really? Of course, this means the others who entered the competition through the formal public bidding process were wasting their time and money in even trying to win the race. In my newsletter, I went on to describe how truly fair and open bidding seems to me the exception rather than the rule, at least if you are not well enough connected with the “system to win the work, especially as qualification-based bidding rules allow the rules to be gamed so that the procurement agencies and favorite bidders can set the rules to their favor. IT USED TO BE: Contractors relied upon estimators and their bid managers that would not blindly accept the goofy low subcontractor’s bid. Contractors had estimators and bid managers on staff that knew how to evaluate subcontractor bids for all disciplines. This potential client had a house built using the “lowest bid contractor. So, this potential client is looking for bids on what needs to be done to fix the problems. He supplied my friend a 6-page scope of repairs plus a drawing of the job, and he’s asking for a free bid. He said, in part: I wanted to get 2 bids on my project. The Statesman Journal reported this week that a total of four contractors have submitted timely bids to resurrect the Salem Courthouse Square Building. My earlier article on the RFP stated that a mandatory pre- bid meeting was scheduled for earlier this month.
