One of the most famous LEED Certified failures is on the mend and four contractors have submitted bids to bring it back to glory. The Statesman Journal reported this week that a total of four contractors have submitted timely bids to resurrect the Salem Courthouse Square Building. My earlier article on the RFP stated that a mandatory pre-bid meeting was scheduled for earlier this month. IT USED TO BE: Contractors relied upon estimators and their bid managers that would not blindly accept the goofy low subcontractor’s bid.  Contractors had estimators and bid managers on staff that knew how to evaluate subcontractor bids for all disciplines. Using that survey, Washington woud provide a reciprocal bidder preference (to the same amount permitted in the bidding contractor’s home state) to Washington contractors bidding for public projects. More Costly Public Works Projects: A bidding preference statute will also cost state and local governments additional money in awarding public works projects in the amount of the bidding preference percentage authorized by other states.  The bill is referred to as SB 5662 and will soon move on to the House.
